On Tuesday’s Flag Day, Secretary William Galvin hands out miniature American flags to fifth-grade students at Neary Elementary School in Southborough on the grand staircase of the State House. 245 years ago, on Tuesday, the Second Continental Congress passed a decision formalizing the design of the American flag, with its 13 alternating red and white stripes and (then 13) white stars on a blue canton.
